Planning for Real (held in 6 locations around the town) and Focus Groups (wideley advertised) were attended by over 600 people and some 2,000 topics were raised. Overwhelmingly, people raised three issues:
Traffic and Highways Sports and Leisure Cleanliness and Appearances

There is a remarkable number and variety of facilities, clubs and other organisations in and around Ross, especially within a radius of 6 miles or so. However, for some, they are difficult or impossible to use because they can only be reached by car. If that problem could be solved, many of the individual topics raised during the Planning for Real would be resolved. Bearing that in mind, what is you opinion of the following?

For non-emergency journeys to hospital, doctor, dentist and others, there are several voluntary agencies but each has its own telephone number and rules of use. If a coordinated service were to be set-up, what is your opinion of the following?

"Affordable Homes” are defined in Supplementary Planning Guidance, but broadly those for sale would be about 31/2 times median earnings, after deposit. In Herefordshire, median earnings are about £20,000 and so an affordable home is one priced at about £80,000, assuming a £10,000 deposit. Clearly, an affordable home requires special action and the favoured approach is to require about 1/3 of any housing development to be affordable. In 2003, Herefordshire Council identified that 190 affordable homes should be built in Ross by May 2008. Delays have meant that far fewer have been built. A major cause of delay is the difficulty in identifying suitable land.
