26. Shop Front Design

 
To encourage retailers and landlords to tailor the design of their shop fronts in a manner that is appropriate for an historic town centre with conservation area status.
 

The issue of poor or inappropriate, for a conservation area, shop front design was raised during the very first consultation exercise that the Steering Group carried out and subsequently during the Planning for Real exercises. When asked in the questionnaire if there should be an enforceable code of appearance for shop fronts 36% said YES, 17% said YES and strictly defined and 22% responded YES but only loosely defined.

 
Issue

To encourage retailers and landlords to tailor the design of their shop fronts in a manner that is appropriate for an historic town centre with conservation area status.

Action

The Town Council to set up a group in conjunction with representatives from ART and landlords to establish current legislation/guidance and negotiate an approach to dealing with this problem in Ross. ART members have been circulated with Herefordshire Guidance on shop front design. Instigate a good design campaign and encourage business to take seriously their responsibility for how the town looks. Provide advice and promote grants and reward/recognition schemes.

Ross Town Council’s Planning and Sustainable Development Committee (P&SDC) continues to comment on and take a keen interest in planning applications that affect the town. It has successfully encouraged Herefordshire Council to adopt its latest Shop Front Guidance, which promotes design sympathetic to an historic built environment, and uses this and the findings of The Town Plan to influence planning decisions.

Working with the Association of Ross Traders(ART) the Town Council promotes floral displays.

Planning and Development Committee of RTC has made representations to HC about this issue. The Committee has drawn up guidelines.  (Problem seems to be getting HC to take any notice of this.)
